Nicusor Dan stands up for victims of Bdul Nou...Bravo!

(photo source) Nicusor Dan, president of the association Salvati Bucurestiul, tried to stop the demolitions of Friday night and Saturday morning on Berzei/Stirbei Voda. The foreman didn't have copies of the demolition order and the police were called. Unfortunately a little later, police arrived from sector 3 saying they had the order from Oprescu to continue the demolition and  if he didn't get out of the way and let the demolition team do their job, he would be fined and charged with disturbing the peace... The police stood guarding the site to stop anyone trying to prevent this outrageous and illegal destruction. By 13h30, the work to murder the house was under way again, the official papers arriving at...um...14-14h30.

The order for demolition was signed 10th December - Friday. The very day that work began. Such a rush. Why? So Oprescu may have his monument? So that he may leave his mark in a three laned road (plus space for the tram so let's call it four lanes)

This area is a PROTECTED ZONE. Several houses found there are historic monuments. The Ministry of Culture has declared they had absolutely NO request for this demolition and that the authorisation is indeed ILLEGAL. Becaue the area is protected, the town hall should have requested approval (according to the lawclause 422/2001) for such an intervention from the afore-mentioned ministry and National Heritage in order for it to take place. The town hall did nothing of the sort. Oprescu, thus, has broken the law. Mayor or not, what he did there on Berzei yesterday and Friday night is an abortion of justice. A crime.

The Union of Roumanian Atchitects has asked for immediate and emergency classification of the properties to save them from being demolished. No response so far - and now too late for the victims of last weekend. An evaluation in 2008 recommended classification of the building. The NGO will file a criminal complaint against the person responsible for signing the illegal demolition order.

​Primaria Capitalei a demolat in weekend doua monumente de pe strazile Buzesti si Berzei. Unul dintre imobile este Hotel Marna, declasat de primarie in urma cu cateva luni. Celalalt imobil este o casa construita la sfarsitul secolului XIX, pe strada Berzei, nr. 34 colt cu bd. Stirbei. Ministerul Culturii si citeva ONG sustin ca demolarea este ilegala deoarece nu are aviz de la Ministerul Culturii, obligatoriu, intrucat edificiul facea parte dintr-un ansamblu de caldiri monument. Municipalitatea demoleaza aceste constructii pentru a largi bulevardul la trei benzi pe sens, plus linia de tramvai.

Demolarea imobilului de pe strada Stirbei Voda nr. 89/ Berzei nr. 34 a inceput vineri noapte, iar sambata, la pranz, aproape toata casa era pusa la pamant. ONG-urile au incercat sa opreasca demolarea inca de vineri, chemand politia, insa nu s-a putut face mare lucru. “Am sunat instant la 112, iar poliţia a ajuns în 5 minute. Au mai sunat niste vecini din Ştirbei cărora li se zgîlţăiau casele. Poliţia a oprit lucrările în alte 5 minute. Şeful de echipa nu avea copie dupa autorizaţie. A fost somat să o aduca. Dupa 20 de minute au aparut 6 poliţişti comunitari în 3 GIP-uri care l-au tras deoparte pe şeful de şantier. Poliţiştii de la secţia 3 m-au tras deoparte şi mi-au spus că Poliţia Comunitară a venit cu ordin de la Oprescu să continue lucrările şi că ei nu vor putea face altceva decît să le dea o amendă consistentă pentru tulburarea liniştii publice. Ofiţerul de serviciu al ISC nu a raspuns la telefon. Pe la ora 1:30 au reînceput demolările, iar Poliţia Comunitară păzea intrarea în şantier pentru ca nimeni să nu-i oprească pe cei care demolau ilegal! Un Jeep cu autorizaţia a venit pe la 2-2:30. Poliţiştii mi-au confirmat că au vazut o autorizaţie de desfiinţare semnată de Oprescu şi de alte 5-6 persoane din PMB, datată 10 decembrie, ziua în care au început lucrările”, povesteste Nicusor Dan, presedintele Asociatiei Salvati Bucurestiul.

Desi autorizatia de demolare exista, reprezentantii Ministerului Culturii au declarat ca institutia nu a emis niciun aviz pentru demolarea cladirii, ceea ce face autorizatia ilegala. “Clădirea situată pe strada Ştirbei Vodă nr. 89, colţ cu strada Berzei, nu este clasificată ca monument istoric sau de arhitectură.Totuşi, având în vedere că zona respectivă este o zonă protejată din punct de vedere urbanistic, considerăm că era normal ca Primăria Generală să solicite Direcţiei pentru Cultură a Municipiului Bucureşti sau Ministerului un aviz pentru demolare. Ministerul Culturii şi Patrimoniului Naţional nu a primit o astfel de solicitare şi, prin urmare, nu a fost emis nici un aviz pentru demolare”, se precizeaza intr-un comunicat de presa emis de Minister. Clădirea face parte din monumentul istoric de tip ansamblu, Strada Ştirbei Vodă. Potrivit legii 422/2001, o astfel de intervenţie trebuie avizată de către Ministerul Culturii.

In plus, Uniunea Arhitectilor din Romania a cerut clasarea individuala a acestui imobil, pentru a-l salva de la demolare. “Uniunea Arhitecţilor din România a solicitat clasarea imobilului în regim de urgenţă. Nu am primit pînă în acest moment vreun răspuns. Cererea de clasare s-a bazat pe un studiu istorico - arhitectural al doamnei Cezara Mucenic, realizat în 2008 pentru Muzeul Municipiului Bucureşti avînd ca beneficiar municipalitatea. Studiul evalua imobilul potrivit criteriilor de clasare şi recomanda acordarea statutului de monument”, afirma Florin Balteanu, reprezentantul Observatorului Urban al Uniunii Arhitectilor. ONG-urile vor depune luni plangere penala impotriva tuturor celor care au semnat autorizatia de demolare.
Demolarea Hotelului Marna a inceput sambata dimineata, dar a fost oprita de inspectorii Inspectoratului de Stat in Constructii deoarece nu avea aviz de la Ministerul Culturii. Hotel Marna a fost declasat in urma cu cateva luni.

This site describes the 'new road' plans. There are maps and the buildings to be destroyed that stand in its way are also mentioned and some photographed. It is so revolting, so remeniscent of Ceausescu and his demolition of Bucharest that I feel sick. Avctually, I didn't sleep the night. I kept seeing that image in Adevarul yesterday... Shame on Oprescu for not having more respect, for not questioning the project, for behaving as he has with no sensitivity and for talking about 29 million euros for paying off the tenants. Rubbish. This is a grossly misleading statement. I would very much like to know how much the  owners of these houses were really paid. 29 million to compensate 89 buildings (and pay for the massive scale project) is not very much really when you break it down. 29 million divided by 89 equals about 326,000 euros. Not verty much for a historic building in a protected zone... But I believe the figure was pulled out of the air, as Oprescu does frequently (the last time in evidence was the cost of the fire damage at Giulesti).

Nicusor dan is indeed a wonderful man and it appears that he is one of the bravest in Bucharest...he stands up for the rights of not only the architectural and historic monuments of the country, but for people too - and he does so almost single-handedly.
